Commerce Backs $874 Million in AI Chip Research 31%

The Department of Commerce announced Wednesday that it signed letters of intent with seven companies for up to $874 million in federal incentives under the CHIPS and Science Act to accelerate semiconductor research and development for advanced computing and artificial intelligence. 
The proposed awards, administered through the CHIPS Research and Development Office, are intended to strengthen domestic semiconductor supply chains and support technologies including integrated photonics, advanced packaging, memory, substrates and materials used in next-generation computing systems. 
Commerce officials said the investments are designed to help maintain U.S. leadership in AI and high-performance computing while reducing reliance on foreign supply chains. 
"With today's compute supply chain investments, the Trump Administration is accelerating America's innovation engine," Commerce Secretary Howard Lutnick said in a statement. 
"These strategic investments will enhance our country's domestic capabilities, create high-paying jobs and keep America at the forefront of the semiconductor industry." 
The largest proposed award would go to GlobalFoundries, which could receive up to $300 million to accelerate research and development of co-packaged optics, a technology that integrates photonics with AI processors to improve computing speed and energy efficiency. 
Kepler would receive up to $245 million to develop a new class of AI memory technology using 3D and ferroelectric technologies. 
Other proposed recipients include Aeluma, which could receive up to $30 million to develop substrate technology for AI photonic interconnects; Extropic, up to $75 million for low-power probabilistic computing; Thintronics, up to $50 million for advanced packaging materials; OBSIDIA Semiconductors, up to $74 million for technologies aimed at detecting counterfeit semiconductor components; and another company focused on advanced semiconductor technologies. 
Bill Frauenhofer, executive director for semiconductor innovation and investment at the Commerce Department, said the projects are intended to produce breakthroughs in computing and communications infrastructure needed to support increasingly complex AI workloads. 
The letters of intent are not final awards. 
Commerce said each project must undergo further due diligence and departmental approval before funding agreements are complete. 
As a condition of receiving federal incentives, the government will receive a minority, noncontrolling equity stake in each company to provide a potential return for taxpayers if the technologies prove commercially successful. 
The department said it continues to accept applications for further semiconductor research, prototyping and commercial projects under its CHIPS Research and Development Office funding program.
