The Rock Springs City Council and developer Kody Watts will make another attempt to sell/buy the First Security Bank Building at 502 South Main Street. 
This time the offer includes an adjacent building at 504 South Main Street. 
The Resolution will be part of the agenda for this Tuesday's 7 p.m. meeting. 
According to a Resolution that will be presented to the Council on Tuesday night, Watts is offering $75,000 for both parcels. 
The total amount offered includes $5,000 in earnest money, which was paid on July 31, 2026. 
According to the Resolution's Summary/Background: A prior offer did not proceed after Resolution 2026-32 failed to be removed from the table at the May 5, 2026 Council meeting. 
The objective is to eliminate an estimated $8 million liability, not generate a profit, and Council opened the property to buyers. 
On May 19, 2026, Council approved Resolution 2026-57, engaging Brokerage Southwest to list the property. 
Two obligations will reduce net proceeds: a $55,000 reimbursement owed to Gordon Crofts for an adjacent building he purchased and donated for demolition, and a Wyoming Business Council revenue recapture under a SLIB-administered grant. 
The recapture will be a percentage of sale proceeds determined by WBC; WBC has indicated willingness to seek a waiver from the SLIB Board. 
On July 31, 2026, the City received an offer from Kody Watts through Keller Williams Realty Western Trails for $75,000, cash and as-is, with a non-refundable $5,000 earnest deposit and no inspection, financing, survey, or appraisal contingencies. 
Closing would occur within 60 days. 
The Rock Springs City Council will also consider an agreement with the Rock Springs Amateur Hockey Association (RSAHA) to rent the Ice Arena at the Family Recreation Center for its upcoming season. 
The agreement would run from September 2026 to March 2027. 
According to the agreement, the RSAHA would pay $25.00 per hour for ice practice time and $150 per hour for league games, tournaments, and private lessons, plus any additional costs incurred, such as damages or excessive cleanup costs. 
Also on the agenda is a Resolution seeking approval of an agreement with Rocky Mountain Power which would facilitate the installation of a new electrical service at Bunning Park to support expanded electrical capacity for community events and park operations. 
The project is partially funded through a contribution from International Days, and Rocky Mountain Power. 
The electrical upgrade would improve the park's ability to "safely and reliably accommodate festivals, special events, and future programming."
