Russian president Vladimir Putin admitted in late June that severe fuel shortages persist due to Ukrainian attacks, though he characterised the situation as "not critical" and "temporary." 
Ukrainian president Volodymyr Zelensky stated that these strikes are part of a "long-range sanctions" tactic against Russian facilities that serve the war effort and finance aggression. 
Zelensky highlighted recent successful Ukrainian strikes deep within Russian territory, including on the Saratov Oil Refinery, the Engels military air base, and other oil depots and drone storage sites.
