The Solano County District Attorney’s Office has charged a man with secretly recording people in a maternity ward restroom at Kaiser Vallejo Medical Center, court records show.
The charges come as six current and former Kaiser Vallejo employees sue the hospital system, alleging it failed to promptly investigate and noting that a rank-and-file employee, not security or management, reported the discovery to police.
On April 9, authorities charged Randolph Villacrusis, a 39-year-old Vallejo resident , with two felony counts of eavesdropping and 35 misdemeanors spanning 2023 to 2025, according to court records.
Police arrested Villacrusis on April 16, according to jail records, and he was released after posting $50,000 bond.
At an arraignment Tuesday, Solano County Superior Court Judge Wendy Casas ordered Villacrusis to stay away from the more than 30 alleged victims, as well as Kaiser Vallejo Medical Center, except for medical emergencies or appointments.
Villacrusis declined to comment through his attorney, Amanda Bevins.
On June 23, 2025, a Kaiser employee in the maternity unit told Vallejo police they were sitting in a bathroom when they noticed a box of gloves turned toward the restroom stall, according to police records obtained by Open Vallejo.
Upon opening the box, the employee discovered a red smartphone with 20% battery remaining and a memory full notification, according to a police report detailing the incident.
Kaiser staff subsequently found a “bunch of boxes with pinholes,” but no other recording devices, according to police records.
Records obtained by Open Vallejo show that police collected two more boxes that day — both in a labor and delivery restroom.

Villacrusis was employed at the Kaiser Vallejo facility, where he had access to the maternity unit, according to former co-workers.
They spoke with Open Vallejo on condition of anonymity because they feared retaliation by hospital management.
Since the discovery of the recording device, the hospital has regularly conducted security sweeps of sensitive areas such as restrooms and recovery rooms, a Kaiser employee said.
Kaiser spokesperson Chyresse Hill wrote in an email Wednesday that the situation “did not involve patients” and that Vallejo police have contacted most of the victims.
“This conduct is unacceptable and not tolerated,” Hill wrote.
“Kaiser Permanente is committed to providing a safe and secure environment for our patients, members, and the physicians and employees that care for them.”
Hill described Villacrusis as a former Kaiser employee but declined to comment on the timing or circumstances of his separation, noting only that he was not employed by the company at the time of his arrest.
A hospital employee told Open Vallejo that Villacrusis was still working at the hospital as of January.

At least six current or former Kaiser Vallejo employees are now suing Villacrusis and Kaiser, the largest healthcare provider in California, over the alleged recording, according to court records and plaintiffs’ attorneys.
The lawsuits, some filed nearly a month before authorities charged Villacrusis, allege that the recording occurred from 2022 to February 2026, affecting more than 30 people.
Charging documents against Villacrusis list dozens of unique sets of initials representing alleged victims.
The lawsuits also allege that Kaiser engaged in sex-based discrimination and failed to promptly investigate.
In a separate case filed in Los Angeles Superior Court in March, a group of Kaiser employees sued the hospital system and a former employee over a hidden camera found at a Kaiser facility in West Los Angeles.
A nurse discovered the camera in a staff-only emergency room bathroom in November, and Los Angeles police later arrested the former employee, according to CBS LA.
Attorney Jamal Tooson of the law firm Lessem, Newstat & Tooson, who represents more than a dozen nurses and other staff in the Los Angeles lawsuit, told CBS LA in January that he was aware of a similar incident at another Kaiser facility.
He did not specify Vallejo and does not appear to be representing any Vallejo clients in litigation against Kaiser, according to court records.
“The fact that it happened at two Kaiser hospitals in a short period of time, to me, speaks that maybe there could be some more institutional protections put in place to protect these employees,” said Aaron Brock, an attorney at Brock & Gonzalez, which is representing the Kaiser Vallejo plaintiffs.
Jesse Stratos, another attorney at the firm, told Open Vallejo he hopes the litigation leads to improved security measures at Kaiser facilities.
“These are people who are doing the Lord’s work,” Brock said.
“They just want to feel safe and protected when they do it.”
