A citizen-led effort in Maine aims to create the first publicly funded universal healthcare system in the United States.
Volunteers are gathering signatures for a 2027 ballot measure that would direct the state Legislature to develop a plan ensuring comprehensive coverage and lower costs.
Sophie Garner, co-field director for the nonprofit Healthcare for All Maine , said residents are already feeling the effects of funding cuts and policy changes to both Medicaid and the Affordable Care Act.
“Maine cannot build its healthcare future around decisions made in Washington,” Garner said, “and we need a system that’s built by Mainers, accountable to the Maine people, and protects access to care regardless of what is happening at the federal level.”
Critics contend a state-funded system would lead to higher taxes and limit consumer choice.
Garner said the United States already spends more on health care compared with other countries, yet many Americans still cannot afford it.
She said Maine’s plan would follow Canada’s provincial healthcare system and ensure residents have the freedom to choose their own provider.
Healthcare professionals in Maine warn unprecedented cuts to Medicaid and the loss of Affordable Care Act subsidies will harm all families, no matter their insurance status.
About 20% of residents rely on MaineCare , the state’s Medicaid program, and Medicaid funding directly supports community health centers and hospitals, especially those in rural areas.
Garner said many active and retired healthcare workers have joined the campaign.
“Doctors have spent years being educated on how to best serve their patients,” Garner said, “and instead of listening to them, we’re allowing insurance company salesmen to run our health care system for profit.”
Volunteers need to collect more than 67,000 signatures by the end of the year to place the issue on next year’s ballot.
Garner said the public’s response has been positive so far, and many people have expressed uncertainty about their ability to maintain coverage in the future.
Health insurance companies offering plans on Maine’s marketplace for 2027 have already proposed double-digit rate increases .
