More than $9 billion in taxable value came off Los Angeles County's property rolls this year, written down for owners whose homes burned in Altadena and Pacific Palisades. 
Even so, the county still set a record for total value. 
Assessor Jeff Prang announced on July 14 that the 2026 Assessment Roll closed at $2.272 trillion in net taxable value, up $96 billion, or 4.42 percent, over last year  the sixteenth straight year of growth. 
It will generate more than $27 billion in property tax revenue for public education, public safety, healthcare, libraries, parks and other local government services, he said. 
But the record is a net figure, and the write-down sits inside it. 
Under state law those reductions are temporary. 
They come off the books as owners rebuild. 
As of May 19, 2026, 49 Altadena homes had been completed and more than 1,400 were under construction, according to Supervisor Kathryn Barger, whose Fifth District includes the community. 
By then the county had received more than 3,300 permit applications and issued more than 2,300 residential permits in the fire areas. 
Altadena is unincorporated, so the county both assesses its property and issues its building permits. 
The Eaton Fire started there January 7, 2025, near Altadena Drive and Midwick Drive. 
Cal Fire recorded 9,418 structures destroyed and 1,073 damaged across 14,021 acres. 
Relief comes through the state's Misfortune and Calamity program, which lowers assessed value after damage exceeding $10,000 and cuts the tax bill while the owner rebuilds. 
The Assessor's Office has been enrolling those reductions and mailing Notices of Assessed Value Change automatically. 
“We proactively lowered the value of the properties that were damaged,” Prang said in May. 
His office processed 18,000 assessment adjustments in the first 90 days, and assisting thousands of affected owners diverted significant staff resources, he said. 
Property transfers added $49 billion, the largest single contributor to the increase. 
The Proposition 13 inflation factor added $43 billion  the full 2 percent allowable, because the California Consumer Price Index ran well past it. 
New construction added more than $12 billion, which Prang credits to technology upgrades that sped enrollment. 
Though the housing market has shown signs of slowing, the median home sale price still reached a high of $982,000, he said. 
The roll reflects the value of all taxable property in the county as of January 1, 2026, a valuation the State Constitution requires annually. 
It covers 2,399,978 taxable real property parcels, 157,195 business property assessments, 31,938 boats and 3,566 aircraft. 
For most owners in Pasadena and Altadena, a 4.42 percent roll does not mean a 4.42 percent bill. 
Proposition 13 caps the annual inflation adjustment at 2 percent, and roughly 2,250,000 parcels countywide will see only that increase. 
Local governments also use the roll as a budgeting benchmark. 
Pasadena takes about 21 percent of the 1 percent levy within its borders and adopted a fiscal 2027 budget on June 15 carrying roughly $379.7 million in General Fund revenue. 
Prang has called it a very challenging year of a cooling market and wildfires that destroyed large sections of Altadena and Pacific Palisades. 
"We will be feeling the effect of those wildfires for years to come," he wrote. 
Senate Bill 1352, authored by Sen. 
Suzette Valladares and sponsored by Prang, would let owners rebuild to 110 percent of a lost home's original size without triggering reassessment. 
It was held in committee and under submission at a May 14 hearing. 
Prang, assessor since 2014, oversees about 1,400 appraisers and support staff.
