Natrona County commissioners hear options to replace Salt Creek Highway bridge 9%

CASPER, Wyo.  Natrona County officials are considering three options to replace a Salt Creek Highway bridge. 
Based on a report from WLC Engineering and Surveying, Road & Bridge Superintendent Mike Haigler presented the choices to the Natrona County Board of Commissioners during Tuesday’s work session. 
He recommended installing 10-foot pre-cast concrete box culverts, estimated at $1.72 million. 
The concrete system would create a permanent crossing and allow the county to expand the current single-lane road into two lanes. 
“Those would never wash out,” Haigler said. 
“The concrete, you know, it’s not going to go anywhere. 
May wash over it, but it ain’t going anywhere.” 
A lower-cost alternative involves four 10-foot corrugated pipe culverts for $922,000, which includes removing the existing bridge and completing road work. 
Haigler warned that heavy storms could wash out the pipes. 
A 100-year flood would send 1.5 feet of water over the corrugated culverts, Haigler said. 
“When you look at the cost of putting them in at almost a million and then they wash out, you’re going to be right back there at a million,” he said. 
He added that a washout would force the county to restart administrative agreements to rebuild the bypass road. 
The commissioners dismissed a third option using five 36-inch culverts. 
Haigler called it the “cheap option” and warned that 11 feet of water would overwhelm the small pipes during heavy flooding. 
Commissioner Peter Nicolaysen favored the pre-cast concrete design for its long-term durability. 
Haigler said the concrete boxes require little maintenance because the terrain lacks heavy debris that could clog the opening. 
“And in these drainages we’re talking about, there’s really nothing to plug them,” Haigler said. 
“It’s not like you got pine trees and stuff coming down.” 
Commissioners took no action Tuesday. 
Board Chair Jim Milne told Haigler they’d discuss it further and get back to him.
